Timberlake's hot deal is consistently at the bottom. He was told they would rotate. Not a happy customer!

Changed issue state:
open → resolved
Promotions were never specified as rotating, business listings were. However, promotions now rotate.
Promotions on the promotion page will rotate as will the promotions list on category splash pages.
